CAFRs are “Comprehensive Annual Financial Reports” – THAT IS – money every municipal government entity (school districts, water districts, states etc LEAVE OUT of the regular ANNUAL reports shown to the public so the public is totally unaware of the monies each of these districts are earning and hiding from public view.  The are ALLOWED to do this so they can cry WOLF and scare the public to death about their “POOR” financial status and get more money out of the publics wallets!
